About this role

Hill International seeks a Construction Manager in Seattle, Washington, to oversee activities of the consultant team, including the Construction Management Consultant (CMC) or Design-Build Project Management Consultant (DBPM). This role involves administering task orders with monthly status reports, invoices, and sub-consultant management. Prepare cost proposals and negotiate timely task orders beyond the prime consultant.

Perform complex assignments and lead a team of construction management professionals for project delivery. Coordinate with the client’s construction management staff and provide documented training for prime consultant staff. Prepare contract documents including scope of work, supplementary conditions, specifications, and project requirements.

Assist in Request for Information (RFI) responses, conduct constructability reviews, and support the bid process through pre-bid meetings and proposal evaluations. Serve as contract specialist for alternative delivery methods like Design Build (DB), Progressive Design-Build (PDB), and General Contractor/Construction Manager (GC/CM). Manage procurement processes ensuring compliance with regulations.

Develop procurement schedules, guide project teams on scope and selection criteria, and review technical specifications for legal compliance. Analyze contract requirements, conduct responsiveness reviews, and manage negotiations including cost analyses. Ensure complete contract files for audits in rail/transit programs.

Requirements

  • Minimum 10 years of experience managing rail/transit programs
  • Bachelor’s degree in engineering, construction management, architecture, or related field
  • Experience leading procurements for Design Build (DB), Progressive Design-Build (PDB), and General Contractor/Construction Manager (GC/CM)
  • Proficiency in developing procurement schedules, advertisement, pre-submittal meetings, and contract execution
  • Knowledge of federal and state laws, rules, regulations for construction specifications and contracts
  • Skills in cost/price analyses, negotiation strategies, and responsiveness reviews
  • Optional certifications: PMP, PE, DBIA, or other relevant professional licenses
