About this role

SHELADIA Associates, a multi-disciplinary international consulting firm, seeks a highly qualified Transport Planner / Economist for an upcoming preliminary transport sector study in Ukraine. The assignment conducts a pre-feasibility study of the proposed M-15 Odesa–Reni transport corridor and subprojects. It assesses the project from strategic, technical, economic, environmental, and social perspectives while prioritizing investments for phased implementation.

Daily tasks include conducting economic analysis under shortlisted technical solutions and alignment options. Identify and quantify project benefits and costs, adjusting them to economic values for comparison. Review assumptions from the Strategic Alternatives Analysis by the PPP Agency.

Perform qualitative benefit and risk appraisals, considering impacts from procurement and financial options like O&M responsibilities. Execute sensitivity and distributional analysis to identify the preferred technical solution and prioritize subprojects. Work emphasizes practicality, sustainability, stakeholder participation, and strengthening institutions.

Requirements

  • At least 10 years of relevant professional experience in traffic and revenue forecasting with preparing investment-grade traffic forecasts for both public sector and PPP-type projects
  • Experience in preparation of pre-feasibility and feasibility studies according to international practice, including EU accession requirements
  • Excellent command of English (written and spoken); knowledge of Ukrainian is considered an asset
  • Prior professional experience in Ukraine is highly desirable
  • Proficiency in economic appraisal methods such as cost-benefit analysis for transport projects
  • Familiarity with transport corridor development and multi-modal infrastructure assessments
  • Experience evaluating strategic alternatives in transport sector studies

Responsibilities

  • Conduct an economic analysis of the development of the transport corridor under shortlisted technical solutions and alignment options
  • Identify project benefits and costs; quantify and value the benefits and costs; adjust the costs and benefits to reflect their economic values; and compare economic benefits with economic costs
  • Review and update suggested assumptions from the Strategic Alternatives Analysis prepared by the PPP Agency, including macro scenarios and parameters for benefits
  • Perform qualitative benefit and risk appraisal that cannot be reasonably measured
  • Consider potential impacts on the scope of technical solutions from potential procurement and financial options (e.g., inclusion of O&M responsibilities into the scope)
  • Execute sensitivity and distributional analysis
  • Identify the preferred technical solution/alignment option and initial ideas for the long-list of subprojects and their prioritization
