About this role
Parsons is seeking a high-caliber Construction Manager with extensive expertise in Wet Utilities to lead delivery of critical water infrastructure for the Trojena project. Reporting to the Project Director, you will oversee execution of large-diameter water networks, desalination integration, and wastewater treatment systems in complex mountainous terrain of NEOM’s premier adventure destination.
Direct and manage construction of comprehensive wet utility networks, including potable water, irrigation, firefighting, and sewerage systems. Lead resolution of technical site issues related to high-pressure pumping stations, deep trenching in rock, and gravity-fed networks common in mountainous regions. Oversee subcontractor performance ensuring adherence to Master Schedule, project budget, and NEOM quality specifications.
Integrate wet utility delivery with civil, structural, and environmental teams to minimize impact on Trojena’s sensitive mountain ecosystem. Enforce uncompromising culture of Health, Safety, and Environment (HSE) and sustainability per NEOM mandates. Manage full lifecycle of utility assets from excavation and laying to pressure testing, commissioning, and handover.
Deliver high-level progress reports and risk mitigation strategies to Project Director and NEOM leadership. Requirements
- Minimum of 15 years in construction management for major infrastructure projects
- Proven track record managing massive Wet Utilities packages (Water, Wastewater, Stormwater, and Firewater)
- Bachelor’s Degree in Civil Engineering, Mechanical Engineering, or a related field
- Prior experience with Giga-projects in the Middle East (specifically Saudi Arabia) highly preferred
- Deep understanding of high-altitude logistics, pumping systems, and complex hydraulic networks
- Excellent leadership skills with ability to manage multi-disciplinary and multi-cultural teams; fluency in English mandatory
